This is absolutely annoying.  I am not good with computers please help me.  Fix this and 50$ reward through PayPal.  I'm on my iPhone.  This is sooooooooooo stupid.  
I fixed this before, about half a year ago.  I went to http://support.microsoft.com/kb/947215
 The stupid thing is, I already did Method 1 half a year ago!  when I tried to do it again today, it was how I last left it!!!!!  (renamed the .bak,  put in 0 value etc). It's like I can't ever fix it that way again.  Like it was a one time remedy since this happens even though it had "a fixed state"
Then I try the other method to delete my SID but it freezes in SAFE MODE when I try to access the profiles.

Also, when I went on safe mode,(which I'm on now), at one point I got this message:  "Runtime error!  Program: C\\Windows\SysWOW64\DllHost.exe   This application has requested the runetime to terminate it in an unusual way.  Please contact the applications su pport team for more infiormation"

 

P.S.2.  There is somethign else that blows my mind away.  I tried to download that link "Fix It" (to automatically fix it) and i download it then open the installer...then..."Windows Installer:
This instalation package could not be opened.  Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package."  What on earth!  How do I access the file, then!  (I am on Safe Mode with Network)  Help me.

Did you try the system restore point?

Just did.

Your OS is definitely corrupted, if it can't even open installers. You need to reinstall windows, but make sure you stick important files onto a flashdrive, as they may be deleted when reinstalling the OS.

Agree with @larrynachos like I said in previous post. Back up your files and reinstall Windows when worst comes to worst. Sorry I can't be any more help to you at this point. :/

It would be safer just to change the password to the Administrator account with a Bootable USB Utility like 'Offline NT Password & Registry Editor' after following the instructions found in the link below, logging in as Administrator instead of your normal profile afterwards and then create a new profile locally (and copy across any files from your previous account in C:/Users over to your new user account).

Make backup copies of your files in safe mode, format the disk and reinstall the OS from BIOS.

Gotta agree with other folks in sound like your OS is corrupt. Best bet is what @kkots said- backup your stuff and reinstall.

Your system is failing at something which causes more failures in different areas = chainreaction.
I'd backup asap before even safemode won't work and format.
Also before reinstalling I recommend you to clean up your hardware. If it's laptop bring it to the datacare center and let em handle the cleaning and if it's desktop then clean it by yourself. JUST DO NOT USE VACOOM!

As an actual I.T technician who fixes this stuff daily, your OS isn't as corrupted as people say. However, with the runtime error, you WILL need your original install disk for your OS and you will need to run a system repair. This will not format your PC nor wipe any files and thus is safe to do so. The instructions for whichever OS you own can easily be found with a simple Google search "*OS here* system repair how".

With regards to the User Profile, quite simply your PROFILE is corrupt. To fix these kind of problems takes a lot of effort and work which can often result in very minimal results and unless you're comfortable in modifying the registry and actually corrupting your OS, I wouldn't suggest it.

After you have run your system repair, you will need to boot a CMD prompt from your original installation disc again. What you will do is activate the original 'Administrator' account for your OS. This can be Google by "*OS here* activate hidden administrator account installation" or similar.

Once your original administrator account is activated, you can make yourself a new profile. Use the Admin account you have to transfer all your files over from your old profile to your new profile. Log on, set up your new profile and remove your old one.
